Physically Handicapped Children's Program

The Physically Handicapped Children's Program (PHCP) is the financial assistance component of Children with Special Healthcare Needs (CSHCN). The PHCP is designed to ensure access to quality health care for chronically ill and disabled children from birth to 21 years of age that live in Wyoming County and meet medical and financial eligibility criteria.

Eligible Medical Conditions

Eligible medical conditions include but are not limited to:

  • Blood Disorders
  • Brain Injuries
  • Cerebral Palsy
  • Congenital Malformations
  • Cystic Fibrosis
  • Diabetes
  • Epilepsy
  • Hearing Disability
  • Phenylketonuria (PKU)
  • Spina Bifida

Covered Services

Direct care services that may be covered by PHCP include:

  • Durable Medical Equipment
  • Hearing Aids
  • Laboratory Tests
  • Medications
  • Office Visits
  • PKU Formula
  • X-Rays

Providers

Providers must bill any other insurance first as PHCP is the payer of last resort. Funding is provided by Wyoming County and he New York State Department of Health.
