What is Civil Service?

Most jobs in government fall under the Civil Service System. A Civil Service employee can be anyone from a secretary to a nurse, a mechanic, or a teacher aide. Different jobs have different requirements.

Do I have to take a test?

Some positions require that you take a test to be considered for a permanent job. These are called competitive positions.

What positions DO NOT require a test? There are three types of positions that have no test requirements:

-Exempt positions are those where the hiring agency decides the qualifications of applicants and chooses the person they want to hire. The process is similar to that found in private industry.

-Non-competitive positions have either licensure, education, and/or experience requirements which you must meet. Employers choose from among the qualified people who apply. Included in the non-competitive class can be a competitive position that is reclassified for a handicapped applicant (Section 55-a).

-Labor class positions have no requirements. Employers may choose anyone for these jobs. However, they frequently select individuals with the best work record.

How do I know what jobs are available? You are welcome to apply for...

-Any test which has been announced.

-Any currently available job opening.

The titles and a description of the positions are posted. This information, as well as applications and test forms, is available from the County Civil Service Office or on our website. We recommend you check the lists of current tests every week so you do not miss the opportunity to apply for upcoming tests. Exam announcements and job opportunities are sent to over 100 places in Wyoming County including; Village and Town Clerks, post offices, libraries, and schools.

Is there a residency requirement?

Preference in appointment may be given to successful candidates who have been residents of the jurisdiction in which the vacancy exists at the time of certification or appointment. There is a one month residency requirement except for difficult to recruit titles.

How do I apply?

Whether or not you are interested in a tested or a non-tested position, you can complete the same application, available from the Civil Service Office or download one from our website

If you plan to apply for more than one tested position, you must complete one application for each test you wish to take.

Civil Service examination requires that you pay an examination processing fee. Check the exam announcement to see what fee is required. Only checks or money orders are acceptable for payment. We cannot accept cash. Payment must accompany your application and be made payable to Wyoming County Civil Service.

Please be sure that:

An application is submitted for each test you wish to take.

The correct test title and test number are on your application.

A check or money order is submitted with the application.

All applications are complete and accurate. Applications with incomplete information may result in your disqualification from the test. Attaching a resume is not an acceptable alternative to completing an application. No refunds are made if you do not qualify or appear for your test.
The application is postmarked or received in the Civil Service Office no later than the final filing date. Late applications will be rejected.

What happens after I apply for the test(s)?

Applications for scheduled (announced) tests are processed as they are received. Those that meet the qualifications are notified by mail at least one week prior to the test date of the location and other instructions. Those applicants who DO NOT meet the qualifications are notified of this fact

What will be on the test(s)?

You can find out areas each test will cover from the exam announcement. Announcements are distributed at least 25 days prior to the closing date for filing an application. Announcements are available at the Civil Service Office or on our website.

When will I find out how I did on the test(s)?

Test results are received by our office from the State Civil Service Commission approximately two to four months after a test. You will be notified by mail of your score and placed on the list from our office. Jobs are filled from these lists by the agency choosing one of the three highest scoring applicants willing to accept the job.

Where are these tests used?

All Wyoming County departments, towns, villages and school districts. The State and Federal governments administer their own tests.

What happens after I apply for an untested position?

Applications for untested positions will be held on file for one year to fill openings in Wyoming County departments as they occur. Please be sure the phone numbers you provide are accurate and current. If you want to be considered for openings after this one year period, please resubmit an application.
